That's a great speed but do-able on a variant of HSDPA

The service was initially deployed at 1.8 Mbps but upgrades to the networks and new user devices led to increased rates of 3.6 Mbps, followed by 7.2 Mbps and further down the road, 14.4Mbps and even 21Mbps.

With 4G speeds you'd be getting at least 80Mbps down and 20Mbps up.

People aren't routinely seeing anything like these speeds in real life.
And, like all mobile data, the speeds are definitely not guaranteed.
