Why can't you access app data/game saves without rooting?

That seems unmanageable. I have to lose my game saves whenever I uninstall a game from my 8GB Moto G? Or am I missing something. I didn't get it primarily for games, but that seems a terrible oversight?

Because where the game files are saved is the part of the filesystem where other system files are, stuff like app data, system settings, and OS data. That's how Android works, same goes for iOS. Rooting isn't too difficult to do on the Moto G though and you can use something like Titanium Backup then to easily store the save data.
