It looks to be a python script. Just follow the instructions here:
    http://registry.gimp.org/node/26396

Do you know now to make a script executable?

Okay you're going to need to read a bit more about how UNIX based operating systems like OS X work. Basically everything is a file. Each file has what are called permissions. Some files are read only, some you can read and write and others can be executable.

If you have a script like a python *.py (or a bash *.sh) script and you want to execute the instructions in that script you need to make the file executable. Otherwise the system won't allow it.

Your installation of GIMP is in /Applications/GIMP/ or somewhere. Here you will find a directory called plugins or similar. According to the link I posted you need to move the file here and then change it's permissions to make it executable.

BTW Python 2.7 is installed by default in OS X.

I went gimp preferences scrolled down to plugins open it's found user admin file clicked on it and dropped in layer but copy and gimp to ok it or restart. It's in the layer option now in gimp, not tested yet.
