    Is it a standard screw-on cylinder filter? A chain wrench should do the trick. Sealey do one for about a tenner in many motor factors.

    No it's a black plastic one. Kind of answered my own question when looking for an image, looks like this one. Wish I found this link before finding it in Halfords.

    If I have a 32mm bit and extension bar in my halfords set that fits and I do it gently with a non torque wrench, should I be ok?

    Should be fine, I'd imagine. What is the torque spec on that thing?

    Not sure, I assumed it was a tolerance range, but I am clearly fresh to this. I just read it from the housing, photo now attached in post 5.

    Yes, I see. Use a 3/8'' ratchet, tighten until you feel resistance, then give it a 1/2-turn "nip". Sorted.
