A lot of 18/19/20 year olds are having their claims refused at dole offices because they don't have a passport or driving licence. It seem to me that this is a clever way the civil service have to save money.

From the guidelines for Jobseekers Allowance:
    Proof of Identity

A person claiming JA must prove his/her identity by showing the following documentation:

Standard Birth Certificate for Social Welfare Services(not photocopy) or a current Passport and any of the following

    Driver's Licence
Post Office, Bank, Building Society or Credit Union Book
    Bank Card
    Rent Book
    Child Benefit Book
A person must also provide their Mother's Birth Surname.

The following items are not accepted as proof of identity:

    Short Version of Birth Certificate
    Baptismal Certificate
    Bills or Personal Letters
Photo Copies of Certificates or Documents
    Savings Accounts recently opened
Persons are advised that no claim can be decided until identity has been proven.
