Gardai won't do anything

This man keeps calling a friend of mine and hanging up when she answers, She knows his name and the area he lives in but the gardai said there is nothing they can do.

Depending on the phone and network their are different ways to block numbers. The guards do have powers, but if the person is not saying anything they are probably reluctant to act.

file a harassment complaint - annoying/nuisence calls are something that the Gardai can and will investigate.
