Shoulder pain going up into head causing vertigo and shortness of breath

Just wondering anybody have something similar. Had whiplash injury in 1997 and came back to haunt me over last few years , only relief I get is from chiropractor but want now to go elsewhere ie.mri and consultant . As can't go on like this . It's starts in shoulder then goes up into my head causing vertigo , shortness of breath and then get panic attack .
Chiropractor says its a bio mechanical problem at spinal level t8 , t3 including right costovertebral joint c5 and c2 and they all just lock up causing a profound effect on my sympathetic nervous system
