Try www.arguscarhire.com used them twice to rent a car in Switzerland and Italy. No problems at all.

    www.carhire3000.com
    www.autoeurope.com

I've used Autoeurope around 20-25 times at this stage in different countries and never had a problem.

Carhire3000 less so, since Autoeurope were always a few euros cheaper but sometimes carhire3000 is a bit cheaper.

Remember that they are just a broker, so are just reselling rentals for the other big rental firms (Hertz/Sixt/Europcar etc)

Also be sure you book via a European version of the site, the US ones do not include the basic insurance and you'll be stung when you go to pickup the car.

I've used then for years without a problem. Just because you had an issue with not having a credit card to rent a car does not exactly make them scumbags.
