Sauter TS3 3 Channel Programmer help please

We have a Sauter TS3 3 Channel Programmer to control our heating. It won't allow us to turn on our heating if the room temp indicator reads 19deg or higher. Does anyone know how to change this setting? It appears to be a default one and the instructions are absolutely no help. Any advice appreciated.

The room stat could be faulty or it could just be 19 deg and its doing its job.
