So I make a payment to Paddy Power through Paypal . The confirmation email says that Paddy Power are in the Isle of Man and Paypal are in Luxembourg Two massive companies operating in Ireland . Are they using loopholes ? .

Online gambling isn't allowed in Ireland. All British and Irish book makers have "operations" in the Channel Islands so they can operate online. I don't think the Irish government is planning on allowing online gambling here(there is take of it and some online poker sites have several hundred employees here in call centers). It could be a decent source of tax revenue
