You have to use a proxy...I don't know if i'm allowed to link one though. Just google around the place and you'll figure it out.

thepiratebay may be blocked by your isp but snip is fully functional and ready to use, and mirrors tpb perfectly

just use a mirror site, they usually have a pretty similar url, just google it
