    Once Syl went off on one of his by now standard wheezefests' after telling another hilarious laugh-a-century dittie, I can imagine D'omen going into panic mode, thinking Syl was having some kind of asthma attack or 'incident' pulling the emergency cord on the show and calling a vet for the stricken Fox..

    He needs to put his payment offer in writing to the Council.
    If they take him to court, he can point to that and a judge will throw it out as he's made a reasonable offer and the Council are being timewasters.

    Didn't get his initial thing.

    Bit I know of many cases in regards Rates due to the Council here wherby people have made arrangements to pay "x" amount per month against their rates bills without ever having to go to Court.
