Is steel mesh needed in foundations?

    Hi
    Does anyone know if what I was quoted for in the foundations of my single storey extension will pass building regulations?
    I was quoted for :
    Dig out 900 mm in dept. 750 mmin width
    and
    Pour foundations in 30 n 25 n concrete.
    There is no mention of a steel mesh in the quote for foundations, is steel mesh needed for single story extensions or can the builder do it without the steel mesh ? Either way would it pass building regulations?
