Man rings police about prostitute. What should you be able to report that you cant?

A man in West Midlands in the UK phoned 999 to complain about ugly prostitute http://www.bbc.co.uk/news/uk-england-birmingham-22887138

Suffice to say they werent too happy about it.

What should you be able to report to the Guards but you cant?

I'd love to go into the station and complain a dealer for ripping off his customers by selling Weed too expensive..That would be an interesting one. I reckon I'd be laughed out of it...
