Reboot on Vista Home Premium Error

I have a friends laptop Compaq Presario C700 and she wanted a reset to factory setting to give the laptop to her father but when I completed the format and it installed windows I got a brief error "Stop C000021a Fatal System error"...I didn't get the rest of the message but now the laptop wont roboot at all.
I've Goggled the problem but can some one put it in layman's terms of what it means?

It looks as if when you were trying to factory reset some of the system files needed for it were in use and it skipped them, can you try and do a clean install, format the hard-drive and install, others on here might have better ideas.

Thanks, I could take the system files off the hard drive and put them on my laptop then format the *corrupt* drive and transfer the system files back on to it?

You can't do that, when you do a fresh install all the system files will be there anyway, if you have pictures etc on it get them off if you can, then format, then install fresh Vista Home Premium.

I've tried the fresh install from the backup on the hard drive but it kekeeps crashing, do you mean a fresh install from a disk?
