    Why only 12 hours a year?

    A crime should be an aggression towards another person i.e murder, theft, assault. The rest is total HORSESHIIIT at any time of the year. Victimless crimes should not be illegal at any time of year.

    I think we'd all be living in a state of paranoia after the first few years. Everyone would be incredibly nice to everyone in the vain hope that they wouldn't choose you or yours as a target. Home security would be a massively booming industry. You could make a killing:D
