If you reduce the U Value of an external wall from 2.0 to 0.25, does that mean that it will take 8 times longer for heat to escape through the wall?

U value measures the flow of heat per square meter per degree in temperature difference. It does not measure speed of heat flow as such.

So 0.25 from 2.0 means 8 times less heat will flow per per square meter per degree in temperature difference.
