    Go to ingame instructions.
    select the time you want to do the subs at and the score line
    click the little dropdown by the sub and pick the first 11 player he's coming on for

    Go to in game tactics, you have to make the subs before the match

    i did that

    i have several in game instructions set up

    but none of them were adhered to!

    did you have someone sent off? Did you set them to hapen if you were 2 goals down but never were 2 goals down
