UPC Speed 100meg down to 3

Hi All. Im in soutside dublin, anyone with any upc speed problems. I'm connecting at about 3meg, I have 100 meg. Do they have a FUP? My upload is still 8meg.

Flick the power off and back on on your modem, should come back up to 100.
