how to make a phone call from skype?

hey,
i know its easy making phone calls from skype but having a problem with this one.
im living in canada at the moment and im trying to make a phone call to a bank in ireland, on the banks website it give you a number to ring if you are outside of ireland i tried using skype to ring them but it doesn`t seem to work, does anyone know if it can work or not?

Make sure you drop the local dialing code zero, so for 01-1234567, it would be 0035311234567.

If the banks number is lowcall. 1890/1850 etc... It won't ring it.

Its 1.55 am here mate, aint no skypemedoodle gonna get you through to a bank at this hour

0818724724 from naas, so i put +353(0)818724724 still doesnt work,
i tried 003530818724724 still not working

Drop the 0 you should be dialing 00353818724724
