Baseboard heaters working but not warming room

    Hi

    I live in an apartment building and the heat is working for everyone but me. Last year my apartment was almost too hot, and this year my apartment is currently 14C. My neighbours all have heat. We use hot water baseboard heating. The baseboards themselves are warm, and everything that the internet says should be warm is. I'm fairly sure that there is really nothing wrong, just something needs to be adjusted so that cold air actually meets warm and heats up. As far as I know, nobody has touched the heaters from last year to this year. I've never had this type of heating before and when I bought the apartment last year it was already close to spring. There is no thermostat as residents are not allowed to adjust the temperature in their own units. I'm at a loss as to what to do and I have birds that aren't dealing well with the cold. Any help would be appreciated thanks.

    There is flexible hoses off them that can degrade and block the flow so it never heats properly and the fan stays off
