Paypal verification - refunded or not?

Short version - does Paypal refund the €1.50 they take for credit card verification, or do they leave it on the account?

Months and months ago I added a new card, and I'm pretty sure I verified it but I can't remember for sure. I was just looking at my Paypal account today and the €1.50 they took is still sitting there.

I thought back in the day that they took the money first, then you verified the card, then they refunded the money to the card. Has that changed, or is it still the case?

I looked at the sticky, but it only talks about Paypal taking the €1.50 for credit card verification, but not whether this just sits on your account or whether they refund it.

I know it's only €1.50, but I'm just tidying up a few things at the year end and this €1.50 is one of them.
