can't get second controller to work

when i press the 1&2 button the little blue lights at the bottom are flashing...so there is power in it but it never sets on the number 2 to be the number 2 controller.... anyone any ideas on what I need to do to fix this?

Have you synced it?

If it is already synced you just need to "wake" the remote (I usually press A) after the 2nd one has been connected and it will flash and settle as the 2nd controller.
