Roadworks in Oola

Does anyone know what the story is with the works on the bridge in Oola? The article at the link below says the road was supposed to be closed completely for one week from 28th October to replace the bridge but this was never done.…

The border is located where the sign is approximately half way between Oola and Monard along the N24. Well away from the village of Oola.

Its shown clearly on osi.ie on the free viewer.
