And like any video shop you start doing extras , like sweets and tanning beds and video games console etc. and have a separate section for the 18+ selection

perhaps more emphasis on the etc. over time and gradually make the 18+ section bigger ?

Or just record local counsellors taking some "under the counter" videos

The beauty of it is you don't even need to actually apply. Just stick a load of pretend planning permission notices around a particularly prominent spot - preferably within sight of a school or an orphanage or a convent or something - and let nosy aul wans do the rest of the work! Win!
