I might be sng on my Ipod Touch and was wondering what is the best way to delete the music files and also delete the e-mail settings and accounts relating to me i.e just leave all the applications and OS on it but no history of me or settings I created myself

Google "restore to factory setting". Along with "iPod touch Generation 4" of course.

How do I go about getting all the previous applications I had on the desktop after I have formatted it?

Those are tied to your itunes account, if you want to reinstall those you'll have to link the iPod touch to your personal account again.

Yep, once they setup their account they'll be able to do all of that.
