IPhone 4S problem? Unlock / Jailbreak??

Hello , i got an iphone last christmas on vodafone billpay. It was linked to my bank account so i persumed it would dock the money each month. At the end of the month is was charging way over board. (around 90 euro instead of 60)
It built up and eventually they cancelled my phone so i cannot text or use the internet or recieve texts. Now it will be like 1000 euro to get it back on which i am not willing to pay. Am i able to apply for a 48 go conquer sim and get my iPhone unlocked? how do i go about unlocking it by myself and will i be able to use my cancelled vodafone sim with 48 or will i have to get a new one ? thanks

The phones probably blacklisted now, not much you can do
Edit: Just to point out further, that is if you end your contract early, the supplier will generally blacklist the phone. If you finished your contract, then your phone company will unlock it for you foc.
