Wall insulation - insulated plasterboard v rockwool

    Currently planning an extension, builder has suggested he uses 45mm batons with 60mm rockwool on the hollow/cavity block walls.
    I think that insulated plasterboard(62mm probably) would be better.
    Any suggestions?

    IMO there both unsuitable types of insulation for a new extension, and will hardly meet current regs.

    So your your options for that type of builder is block/ 150+ cavity/ block or block on flat with 150+ external wall insulation. But given what you've told us I'd recommend you get a drawing and spec prepared by an arch/ arch tech and select a different/ several different builders to price
