Flat kids bike tyre - no tube!

Hi all, clueless here! My daughter has flat tyre on her small bike. I have never changed or fixed before. On first inspection it appears that there is no tube in the tyre. What do I do?!! Thank you!

Is there a valve at all? Maybe a picture would help.

Kids' bike wheels come in standard sizes, so I'd imagine it would be possible to get a suitable replacement tube. Failing that patching the existing tube will work fine as the wheel won't be under too much duress.
