Strange phone number?

Got a call from the following number, +353999103, to my mobile phone just a few minutes ago. I didn't answer it, nor was a message left. If its an Irish number, it seems too short to be one if you include the +353 bit. Anybody else get a call from this number?

Hi, missed a call off this number myself this morning and I just got a call back...it's a Sky TV marketing line selling new sky TV offers
