So i just got a pair of Bib shorts, but don't know should I wear my base layer top under or over them. My head is saying under.....

I also have a pair of base layer padded shorts. Is there any benefit to wearing these underneath to give extra padding?

It's up to you. You'd probably find that the straps on the shorts may slip off if you have them over the base layer. I've always worn them under the base layer jersey and had no issue.

I wear them over my base layer, but under my jersey. Works fine for me.

    Personal preference, I'd expect...

I wear them over the base layer, one less item to have to remove if I want to go for a 'slash' (and that's my only logic)

I would wear my base layer over the bibs but I guess it's a personal choice! Assuming that you bibs are padded I wouldn't wear anything under them!

Why where do you wear your base layer ?

I normally wear baselayer and then the straps over it, if the base layer is designed to take away sweat etc it's not going to be as effective when it's working thru another layer.

Can't you pull down the front of the bib shorts (they're usually stretchy enough):)?

Wearing the base layer over the bibshorts is all fine and dandy until you need to crimp a length. That's something for you to contemplate while you sit topless on the bog...
