Are a retailer who is a ticketmaster agent, obliged to open in accordance with ticketmaster times?

At the moment theres a few of my friends outside the local CD world shop waiting for it to open to get tickets for Anthrax in the Academy in nov.
The tickets have been on sale since 9.
This happened previously when Faith No More tickets went on sale and the sales assistant arrived at qtr past 9, leaving everyone in the queue ticketless.
Just wondering do ticketmaster have a policy on retailers and opening times?
