megane heater not blowing hot air

    when I turn on my heater it only blows hot air when I turn the temperature up high and increase the fan speed.

    has anyone any ideas what could be wrong.

    To clarify now that I'm at a keyboard....

    When I turn on the heater in the car to number 1 or 2 the air is cold , even though its on warm air.

    I need to turn the speed to 3 and the heat setting right up to get warm air coming into the car.

    Any ideas.
