can I buy a car from someone not in the country?

Interested in a car, rang them..the guy says hes selling it for his mate in aus ( was asking him detailed questions to which he didn't know the anser to- said he would have to call the owner in Aus to find out).. Is this do-able? How can I buy it if the owner can't sign the change of ownership? Thanks

Maybe he already signed it before he left.
