What is under construction in Balbriggan on the L1130 road?

As the title says would anyone know what is under construction there? It is the road as you come off the M1 at junction 6 and head towards Balbriggan it is on the left before you reach the traffic lights for the first entrance to Millfield Shopping Centre. As the title says would anyone know what is under construction there? There is a lot of heavy machinery up there and seems to be something BIG under construction but have no idea what it is.
