I live abroad and own an unfinished house in Ireland. Work on it won't resume until 2013. No bathroom, kitchen etc. Do I need to pay up or apply for a waiver?

I would say no as it is unfinished and not fit for human habitation.

Should I contact them for a waiver?

I guess you could also ask but the house is not finished and your not availing of it or their services. I'd be more concerned with having paid your levies.

    Thanks for that.
