Council housing loan's

Anyone know who Local Authorities answer to regarding their housing loan activities. I took out a small housing loan with my local authority some years ago and I have discovered that they altered my FIXED interest rate on two occasions during that period. Council no help. Who do I complain to ? .

You have to exhaust the Council's appeals process first and then proceed for an external review to the Ombudsman. http://www.ombudsman.gov.ie/en/InformationLeaflets/TheOmbudsmanandLocalAuthorities/
