Who are IPSO?

Who are IPSO. Well, I know what they do but who ARE they? Are they a government body, a lobby group, private company, other. I'm more interested in their purpose. Are they there for the institutions, the people of Ireland or both? Are they regulated by the Financial Regulator? Thanks

IPSO is the representative industry body, the voice and guardian of the payments industry and the strategic interface with all payments stakeholders.

AFAIK It is a spin off from the Irish Bankers Federation and the stakeholders are the main 'Clearing Banks'.

Who are they accountable to? Just their stake holders, the Financial Regulator, other?
