SVN equivilent of Github?

    I'm using Mercurial for a large personal project that I have on the go which has quite a few dependencies on external libraries.

    I handle these dependencies by using sub repositories in Mercurial, which is simple enough for other Mercurial or Git repositories. I fork them on my Bitbucket/Github accounts, clone from the forks and frequently merge in changes from the original. DVCS in action.

    But SVN... I can set up a remote SVN sub repository no problem in the eyes of Mercurial, but if I change any of the files, it'll usually try to push to a SVN server I only have read only access to!

    Is there a SVN equivilent to making a new repository and pulling some remote one into it? Is there a SVN equivilent to Github?
