Preload mountain bike forks

Hi guys I have forks with preload and lock out which ever way i twist the preload + or - is just clicks and doesnt seem to be doing anything. is it normal for it to click ? Jordan

Its normal if the forks are cheap.What make and model are they??

Rock shox Dart 2 forks,

the preload used to work but now either way i turn it, it just clicks.
