    To be fair that payment is used by families of children with special needs to pay for therapies like physio and occupational therapy, services that the HSE can't provide. Many of these therapies cost between €75 - €150 per session. As for the toys, these children often need special toys/educational aids that are quite expensive.

    Simple one on the prefabs...because people in the know (and with insider knowledge) were leasing them to the state for fat profit...money for nothing.
    An awful lot like rent allowance for newly mortgaged buy to let landlords instead of spending it on social housing.
