Mouse Wheel won't pan anymore

As above, when I hold down the mouse wheel and drag I can no longer use it to pan a drawing. Not sure what is going on as it worked fine up to now and do not remember changing any settings that I know of. I'm using ACad LT 2007 and a standard microsoft mouse if it helps. Also, when I double click the mouse button the drawing will not zoom out to extents as before.

Anyone any idea how to change it back?
