Is it possible to format a HDD to ext3 using windows 7 ?

Hi
as the title says, is this possible ? if not can i do it in Ubuntu and still read/write to the HDD with Ext3 formatting through windows 7?

The easiest way would be using GParted Live disc, there are probably ways to do it inside Windows but I'm not familiar!
