Thermostatic Rad Valves - Off but rad still heating?

Hi,

I have two rads upstairs with Thermostatic Radiator Valves fitted (downstairs is UFH).

I have both of them in the OFF position (i.e. turned fully clockwise) but the rads are still heating, albeit not at full power, but enough to temper the room.

Any idea what's up here? Can I get these valves turned off completley, are they faulty?

Not necessary faulty, no.
There is usually a fixed minimum setting, to keep a minimum flow at all times. Avoiding the radiators to freeze in case there is frost exposure.

This minimum setting can be influenced, the TRVs can be set to 'zero-flow-rate' when closed.
Check the manual, if not available in the house check the manufacturer's home page.

Usually the head(the handle) has to be removed with the mechanical TRVs, under the handle there might be a ring with pins in it. Similar to the old timers the position of these pins can be changed.
Be careful:
there are different types of TRVs, so better check the manual first!
