In terms of product, there are loads of paid for and free software packages out there. Different developers & designers have different preferences.

As for who, there are loads on here but they are forbidden from touting so maybe ask on www.adverts.ie (under Jobs/Services)

Phobious, it is not quite clear what you are trying to achieve but try looking at Joomla or Wordpress. They can be tuned to do almost anything might be bar painting fences
