Most restaurant that offer early bird menu's or 3 courses for x amount.

The menu is usually made up of items off the ala carte menu.

If restaurants don't give the same size portions (smaller) in early bird or meal offer should it be noted on the menu that portions are not the same size as ala carte menu?

They are the same size portions. And it's "menus".

You know for a fact? For every restaurant, cafe and hotel in Ireland?

No, it should be noted on the A La Carte Menu that the portions are larger than on the Early Bird Menu.

The plural of menu is menus.

got caught out by that once and complained - their reaction "yeah we've had a bit of confusion over that all right" no kidding ?
saw they'd changed their ad for it a while afterwards, thankfully
if you advertise 3 courses for x euro, that means starter main dessert, not starter main coffee/tea

Actually quite a few places offer a slightly different version of the meal on the early bird. Fewer or different accompaniments wouldn't be unheard of.

It is getting less common now though and many places do offer the exact same meal but your statement is is incorrect as spelling menus with an apostrophe.
