Highest performance 23mm tyres that are 23mm?

I like conti gp4000s but the 23mm on my 21mm rim wheels measures as 24.6, on my 23mm rim wheels its 25.5mm if I recall(+/ -0.1mm). i have very tight clearances on 1 of my frames, are schwalbe closer to 23mm in actual size?

I think veloflex corsas claim to be 22mm and they're very high performance.

I have Schwalbe Ultremo ZXs, 700 X 23.
I have them on 21mm rims, The tyres actually measure 25mm.
That's with 120 lbs. pressure

I also have Vittoria Diamante Pro, 700 X 23 on 21mm rims.
They actually measure 24.5mm, 120 pounds pressure.

+1 The best you can get until FMB or Dugast start doing clinchers.
