Can I take a feed from the central heating vent pipe, below the bottom of the F/E cistern, to the heat exchanger in the hot tank to heat the water instead of having the water flowing through two rads before branching to the Heat exchanger in the hot tank. If I can, then is it ok to have the return from the heat exchanger drop into the return flow at nearest point in the heating pipes.

I wouldnt do what your suggesting it would seem like your just cutting corners , i wouldnt do what your suggesting , i would do it the proper way of bringing back a new flow and return pipe to the boiler area and connect them there . Otherwise you could risk your idea not working at all or reverse circulation etc
