As far as I know, there aren't any official clubs for teens as of yet, but most groups are established through the conventions. If you want to make friends who like anime, join the forum of one of the cons and get talking to some people. You've got Nom-Con, Eirtakon, Akumakon, @rcadecon and Brocon's forums to choose from.
