will desire HD from vodafone be locked to their network?

My dad just got a desire HD and now I really want one, I'm with meteor at the min and he's with Vodafone. The phone came to him unlocked from the shop. I'm just wondering will they eventually lock these or keep them like this?

Might be just old stock.

Usually only new stock at launch or business phones are unlocked.

Carphone warehouse has the biggest chance of having an unlocked phone but they stopped doing HD,Z and Wildfire a while ago.

They only have HTC Desire and Desire S in stock now.
